Fixed issues in Cruise Control

Review the list of Cruise Control issues that are resolved in Cloudera Runtime 7.1.9 SP1.

OPSAPS-69978: Cruise Control capacity.py script fails on Python 3.8

Cruise Control no longer fails to start on Python 3 when the capacity information is queried during the startup process. The script querying the capacity information is now fully compatible with Python 3.
