CSADS-491: Kafka schema detection without a consumer group

Previously, Cloudera SQL Stream Builder joined a consumer group when it detected a schema from a Kafka topic. Schema detection now uses topic assignment instead, which simplifies Kafka authorization in environments with strict consumer group policies.
