Enhancements to the instance type selection using the Cloudera Operational Database UI and CDP CLI

When provisioning an operational database through the Cloudera Operational Database Web User Interface or through the Command Line Interface, using the default options may result in the following notification if an instance type is not supported in a specific region: The requested instance types are not available in XX region. In this scenario, you must select the custom settings on the UI or specify the --custom-instance-types parameter in the create-database command while using the CLI, and choose an appropriate instance type that is supported within that region.
